There you can override the default behavior and set the output resolution to HD. Then the controls should be available. Be aware that only the studio version of Resolve includes access to all OFX plugins. If you have the free version, you might not be able to use that sharpen plugin. However you can use the built in sharpen/ blur options. I would clear the markers and re-run the job in the render queue which reset the IN/OUT markers. After Clearing the IN/OUT markers, make sure to delete any jobs in the render queue and re-add them.
